Show Rules and Regulations.
Please read carefully.
1. Every class offered herein which is covered by the Rules and Specifications of the current US Equestrian rulebook will be conducted and judged in accordance therewith.
2. All appliances or devices, except legal boots shall be prohibited from the show grounds. The use of chains shall meet the criteria of the Horse Protection Act in that they must not exceed 6 oz., be of uniform size and have no drop link. Full blinders of any kind are prohibited at any time.
3. The Prize List is based on the rules of the current US Equestrian Federation Rule Book, and any changes or corrections of rules automatically become a part of this Prize List. Each participant in this show is responsible for a knowledge of and is subject to the US Equestrian Federation Rules.
4. US EQUESTRIAN FEDERATION MEMBERSHIP REQUIREMENT LIFE, SENIOR ACTIVE, AND JUNIOR ACTIVE MEMBERS SHALL BE ELIGIBLE TO PARTICIPATE IN ALL CLASSES AT REGULAR COMETITIONS, COMBINED TRAINING/ EVENTING COMPETITIONS AT THE PRELIMINARY LEVEL OR ABOVE AND COMBINED DRIVING COMPETITIONS AT THE INTERMEDIATE LEVEL OR ABOVE, DRESSAGE AND VAULTING COMPETITIONS AND ENDURANCE RIDES PROVIDED THE RESPECTIVE BREED/DISCIPLINE DUES OR BREED/DISCIPLINE CATEGORY FEE HAS BEEN PAID. A NON-MEMBER MAY PARTICIPATE AS A HANDLER, RIDER, DRIVER, OWNER, LESSEE, AGENT, COACH OR TRAINER AT REGULAR COMPETITIONS, COMBINED TRAINING/EVENTING COMPETITIONS, DRESSAGE COMPETITIONS AND COMBINED DRIVING COMPETITIONS UPON PAYMENT OF A $20.00 NON-MEMBER REGISTRATION FEE AND A $5.00 BREED/DISCIPLINE CATEGORY FEE FOR EACH BREED/DISCIPLINE. PARTICIPANTS IN THE FOLLOWING CLASSES ARE EXEMPTED FROM THE REQUIREMENTS OF THIS RULE: 1)LEADLINE; 2) EXHIBITIONS; 3) GAMES AND RACES; 4) CLASSES FOR 4-H MEMBERS; 5) WALK-TROT AND ACADEMY CLASSES (Academy classes are classes limited to horses used regularly in a lesson program.); 6) USDF INTRODUCTORY LEVEL TESTS, AS DE DEUX AND QUADRILLE CLASSES. ALSO EXEMPTED FROM THIS REQUIREMENT ARE RESIDENTS OF OTHER NATIONS WHO ARE MEMBERS IN GOOD STANDING OF THEIR NATIONAL FEDERATION AND 7) ASSISTANT HANDLERS AND DRESSAGE SPORT HORSE BREEDING CLASSES; AND8) CITIZENS OF OTHER NATIONS WHO ARE MEMBERS IN GOOD STANDING OF THEIR NATIONAL FEDERATIONS AND, IN THE CASE OF RIDERS, DRIVERS OR VAULTERS COMPETING IN DISCIPLINES RECOGNIZED BY THE FEI, IN POSSESSION OF A FOREIGN COMPETITOR'S LICENSE TO COMPETE IN NATIONAL COMPETITIONS, WHICH HAS BEEN ISSUED BY THE FEDERATION. (See Article 807.4 of the Federation rules).
5. All USAEQ members exhibiting at the show must provide evidence of USAEQ membership by sending a copy of their current USAEQ membership card with entries, or presenting said card at show office. If card is not available, member must complete an Affidavit of Membership and pay a fee of $5.00. Horses shown in the Morgan Division must be registered with the American Morgan Horse Association Inc. or the Canadian Morgan Horse Association, or the British Morgan Horse Society and must be entered under their full registered name, or if under one year of age, be eligible for registration. Horses must be entered under the names of the owner(s) or leasee of record with the AMHA, CMHA or the BMHS. A copy of the registration papers showing recorded ownership or proof of lease must be submitted with the entry form at the time of making entry.
6. Management reserves the right to refuse, accept conditional, or to cancel entries of any exhibitor, as stated in USAEQ Rule XV. In order to encourage early entries, management agrees to cancel and refund entry and stall fee on any horse not fit to show providing written notice is given to the Show Secretary ON OR BEFORE THE CLOSING DATE OF ENTRIES.
7. Entries close June 24, 2006. After which a post entry penalty will be charged. NO ENTRY WILL BE ACCEPTED UNLESS IT IS:
a. Properly signed in ALL places by rider, trainer, and owner, and in the case of a minor, signed by arent/guardian.
b. Made on an entry blank provided by the show
c. Shows correct mailing address and phone numbers
d. Includes USEF membership numbers or $20.00 registration fee for each participant.
e. Includes all additional membership numbers, USEF Amateur numbers and birth dates of junior riders
Accompanied by payment in full of ALL FEES
8. LATE ENTRIES MAY BE ACCEPTED AFTER June 24th with the following penalties: Entries received after the closing date for entries shall be assessed a penalty of $8.00 per horse per class for all classes. Improper class entry: Horse or rider shown in a class that is not properly entered will be charged a fee double the entry.
9. Management reserves the right to refuse, accept conditionally, or cancel entries of any exhibitor, as stated in USEF Rule XV.
10. CANCELLATION OR SUBSTITUTION OF ENTRIES:
Exhibitors canceling their entries for any reason after the official entry closing date shall forfeit entry and stall fees, however, some fees may be refunded at the discretion of the show committee, provided the exhibitor has a veterinarian's certificate of illness or injury. Where exhibitors, trainer, or stables wish to make a change in entries in any class, they are required to follow the procedure of scratching the existing entry and making a new entry with the Horse Show Office. Such entries will be treated as post entries and charged the appropriate fee.
11. Care should be taken to enter each horse in its proper class. Exhibitors are responsible for their errors and those of their agents in making out entry blanks. In all cases, the description on the entry blank must fully identify the horse. The entry blank must contain the name of each horse regardless of whether the horse is entered in only equitation classes or in classes where only the rider or handler is being judged. Misrepresentations of a horse's name, eligibility for a class or any other information on the entry blank or substitutions without proper procedure for scratching and making a new entry for any horse shall result in the exhibitor's forfeiture of any trophy or ribbon won, and subject exhibitor to further penalty.
12. Amateur Certification: Every rider or driver who has reached his 18 th birthday and competes in classes for amateurs must have an USEF Amateur Certification or must be eligible for and have made application for one with Show Secretary at least one hour prior too competing in an amateur classes. A fee of $30.00 will be charged for each rider of driver for each Amateur Certification issued unless the applicant is a member of the USEF, in which event no fee will be charged.
13. To be eligible for a Performance Championship class, a horse must have entered, shown and judged in one other class in that division.
14. Management reserves the right to split, cancel or combine classes. Management reserves the right to change or alter the officials listed without prior notice to or during the show.
15. Disqualification: Any horse doctored in any way, artificially, improperly or unfairly prepared or tampered with before entering the show ring will be disqualified. If it is ascertained that any exhibitor has made or caused to be made, any false statement in regard to animal or article exhibited, or if any exhibitor shall attempt to interfere with the judges in the performance of their duties, he or she shall be excluded from competing, or exhibiting. In case of any animal being disqualified, the winner of the next succeeding prize in the class shall go to the reserve number.
16. All entries are accepted with the understanding that the San Francisco Peninsula Morgan Horse Club and the Santa Cruz County Fairgrounds will not be held responsible for any loss, damage, or injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the show committee but solely at the risk of the exhibitor who will be responsible for any loss, damage or injury to any person, any animal or property occasioned by him, his agents or employees, or by any animal owned or exhibited by him, and shall indemnify SFPMHA and the Fairgrounds against any loss, damage and liability thus occasioned, including attorney fees, which may be incurred as a result to thereof. The submitting of an entry form to the Show Secretary shall constitute an acceptance by each person signing the same of the provisions herein set forth.
17. Stabling Facilities and Availability: Stalls will be available at July 4th. ( Reminder: This is a holiday and all stalls may not be ready.) Early arrivals will be charged at a rate of $10.00 per horse per day. They will be vacated by noon July 10th. The majority of the stabling will be of temporary nature but of solid wood with doors. Stabling will be assigned by management on a first reserve basis (no stall will be assigned without full payment of such). There will be limited number of permanent stalls available.
18. Arena Dimensions and Footing: Arena #1 Grandstand arena is 298'x 140'; Arena #2 Trail arena is 250' x 119'; Arena #3 Warm up arena is 220' x 120'. All arenas have a mixture of sand and dirt for footing.
19. Horse Health Rules: Horses from other states must have an official health certificate and a negative coggins certificate dated within six months.
20. The exhibitor shall advise management of all drugs and medication administered to a horse within 72 hours prior to exhibition. The name of the drug, its purpose, time and date of administration shall be presented to the horse show manager in writing before the beginning of the day's performance. If the medication contains a prohibited substance, the horse must be withdrawn from competition for at least 24 hours after administration of the medication. Forms available at the Show Office. Any exhibitor who violates the provisions of the Horse Drugging Law is subject to fine, suspension from exhibiting, and forfeiture of all winnings and prize money.
21. Dogs must be on a leash at all times.
22. No vehicle may be parked in front of any barn for any reason. All vehicles must be parked in designated parking areas only. Vehicles parked in unauthorized areas will be subject to towing at owner's expense. No trailers will be allowed in barn area for loading or unloading during horse show sessions.
23. Food and beverages will be available on the show grounds and a listing of local dining establishments will be made on arrival.
24. Maiden, Novice, Limit Qualification: Maiden, Novice and Limit classes are open to horses, which have not won one/three/six first place ribbons respectively, at Regular Member Competitions of USEF or Canadian Equestrian Federation in the particular performance division in which they are shown. The Maiden, Novice and Limit status of riders is affected by winnings at Regular and Local Member Competitions and CEF Exception Equitation see Art. 2202.5. The status of Maiden, Novice, or Limit horses or riders is as of the entry closing date.

To be judged 60% on manners, performance with proper cadence and balance, quality, presence and suitability as a stylish harness horse; 40% on type and confirmation.

Open Carriage Division
Carriage Pleasure Driving—Working : A pleasure driving class in which entries are judged primarily on the suitability of the horse to provide a pleasant drive. To be shown both ways of the arena at a walk, slow trot, working trot and strong trot. To stand quietly, both on the rail and while lined up, and to rein back. All entries chosen for a workout may be worked both ways of the arena at any gait requested by the judge and may be asked to execute a figure eight. To be judged: 70% on performance, manners and way of going of the horse; 20% on the condition and fit of harness and vehicle; 10% on neatness of attire.
Carriage Pleasure Driving—Reinsmanship : A pleasure driving class in which entries are judged primarily on the ability and skill of the driver. To be shown at a walk, slow trot, working trot and strong trot. Drivers shall be required to rein back. All drivers chosen for a workout may be worked at any gait requested by the judge and may be asked to execute a figure eight and/or perform other appropriate tests. To be judged: 755% on handling of reins and whip, control, posture and overall appearance of driver; 25% on the condition of harness and vehicle and neatness of attire.
Carriage Obstacle Driving: See USEF Articles 2085 and 2090. Ties for first will be decided by a drive-off. Cones will be reset for each entry.
Marathon Buggies will be allowed in all carriage classes.

Leadline:
Open to riders who are at least 2 but less than 7 years old (USEF GR103) and who are not entered in any other “horse show class” at this show. Leaders must be at least 16 years old. May be shown under Western, Hunter, or Saddle Seat tack. Safety is of the utmost importance in presentation, tack and attire, no trotting, no backing. All entries to receive blue ribbons. This is a special activity, not a “horse show class”. Riders will not be placed.
