SHOW RULES AND REGULATIONS
Please read carefully.
RULES AND CONDUCT
1. The Prize List is based on rules of the current U.S. Equestrian Rule Book and any changes or corrections of rules automatically become a part of this Prize List. Each participant in this show is responsible for a knowledge of and is subject to the U.S. Equestrian rules.
2. Every class offered herein which is covered by the Rules and Specifications of the current US Equestrian Rule Book will be conducted and judged in accordance therewith. U.S. Equestrian points are awarded in accordance with U.S. Equestrian rule IX, Article 905. Questions not covered by U.S. Equestrian rules shall be decided by the Show Committee and its decisions will be final.
3. To be eligible for a Performance Championship, a horse must have been entered, shown, and judged in at least one qualifying class in that division.
4. Morgan Championship classes will not be stripped (Rule MO 108 applies).
5. All appliances or devices, i.e., aerosol sprays, wired ears, etc., will be prohibited from the show grounds. The use of rubber or elastic, rope or similar material (except legal boots) attached in any way to the legs or hooves shall not be allowed on the show grounds at any time. The use of chains and other action devices must meet the criteria of the Horse Protection Act. Chains and rattles must weigh 60 oz. or less including fastener, and be of uniform size. No double, twisted or drop link chains will be permitted. Protective boots are allowed if they are of legal weight and configuration. You may not have more than one action device on at the same time, i.e., if you have a protective boot on you may not add chains or rattles. Full blinders of any kind are prohibited at any time.
6. Disqualification: Any horse doctored in any way, artificially, improperly or unfairly prepared or tampered with before entering the show ring will be disqualified. If it is ascertained that any exhibitor has made or caused to be made, any false statement in regard to any animal or article exhibited, or if any exhibitor shall attempt to interfere with the judges in the performance of their duties, he or she shall be excluded from competing, or exhibiting. In case of any animal being disqualified, the winner of the next succeeding prize in the class shall take the prize that has been awarded to such disqualified animal and the lowest moneyed prize in the class shall go to the reserve number.
DRUGS & HORSE HEALTH
7. Exhibitors of horses will be subject to a drug testing fee of $17.00 for each horse entered , and each horse will be subject to random testing to determine the presence of drugs that may alter the performance or disposition of the animal.
8. The exhibitor shall advise the management of all drugs and medication administered to a horse within 72 hours prior to exhibition or competition. The name of the drug, its purpose, time and date of administration shall be presented to the horse show manager in writing before the beginning of the day's performance. If the medication contains a prohibited substance, the horse must be withdrawn from competition for at least 24 hours after administration of the drug or medication.
9. Any exhibitor who violated the provisions of the Horse Drugging Law is subject to fine, suspension from exhibiting, and forfeiture of all winnings and prize monies.
10. Horse Health Rules: Equines from other states must be accompanied by an official health certificate showing a negative test for Equine Infectious Anemia within 6 months prior to entry except nursing foals under 6 months accompanied by a negative dam.
MEMBERSHIPS & CERTIFICATION
11. US EQUESTRIAN MEMBERSHIP REQUIREMENT: Life, Senior Active and Junior Active members shall be eligible to participate in all classes at regular competitions, combined training/eventing competitions at the preliminary level or above and combined driving competitions at the intermediate level or above, dressage and vaulting competitions and endurance rides provided the respective breed/discipline dues or breed/discipline category fee has been paid. A non-member may participate as a handler, rider, driver, owner, leasee, agent, coach or trainer at regular competitions, combined training/eventing competitions, dressage competitions and combined driving competitions upon payment of a $20 non-member registration fee and a $5 breed/discipline category fee. For each breed/discipline, participants in the following classes are exempted from the requirements of this rule; 1) Leadline; 2) Exhibitions; 3) Games and Races; 4) Classes for 4-H; 5) Walk Trot and Academy Classes (Academy classes are classes limited to horses used regularly in a lesson program.); 6) Assistant handlers in dressage sport horse breeding classes; and 7) Citizens of other nations who are members in good standing of their national federation and, in the case of riders, drivers or vaulters competing in disciplines recognized by the FEI, in possession of a foreign competitor's license to compete in national competitions, which has been issued by the federation. (See Article 807.4 of the Federation rules).
12. All U.S. Equestrian members exhibiting at the show must provide evidence of U.S. Equestrian membership by sending a copy of their current U.S. Equestrian membership card with entries, or presenting said card at show office. If card is not available, member must complete an Affidavit of Membership and pay a fee of $5.00.
13. Amateur Certification: Every rider or driver who has reached his/her 18 th birthday and competes in classes for amateurs must have an U.S. Equestrian Amateur Certification or must be eligible for and have made application for one with Show Secretary at least one hour prior too competing in an Amateur class. A fee of $30.00 will be charged for each rider of driver for each Amateur Certification issued unless the applicant is a member of the U.S. Equestrian, in which event no fee will be charged.
ENTRIES
14. Entries close June 29, 2007, after which a post entry fee of $8.00 per horse per class may be charged.
A. Properly signed in ALL places by rider, trainer, and owner, and in the case of a minor, signed by parent/guardian.
B. Made on an entry blank provided by the show
C. Shows correct mailing address and phone number of owner D. Signed by Trainer
E. Includes U.S. Equestrian membership numbers or $20.00 non-member registration fee for each participant.
E. Includes all additional membership numbers, U.S. Equestrian Amateur numbers and birth dates of junior riders
F. Accompanied by payment in full of ALL FEES
15. Improper Class Entry: Care should be taken to enter each horse in its proper class. Exhibitors are responsible for their errors and those of their agents in making out entry blanks. In all cases, the description on the entry blank must fully identify the horse. The entry blank must contain the name of each horse regardless of whether the horse is entered in only equitation classes or in classes where only the rider or handler is being judged. Misrepresentations of a horse's name, eligibility for a class or any other information on the entry blank, or substitution without proper procedure for scratching and making a new entry for any horse shall result in the exhibitor's forfeiture of any trophy or ribbon won, and subject exhibitor to further penalty.
16. Morgan Horse Entries: Registration papers MUST included. Horse must be entered and under the names of the owner(s) or lessee(s) of record with the U.S. Equestrian. Copy of registration papers showing recorded ownership or proof of lease must be submitted with entry.
17. Saddlebred Horse Entries: Registration paper MUST be included. Horse must be entered and under the names of the owner(s) or lessee(s) of record with the U.S. Equestrian. Copy of registration papers showing recorded ownership or proof of lease must be submitted with entry.
18. CANCELLATION OR SUBSTITUTION OF ENTRIES: Exhibitors canceling their entries for any reason after the official entry closing date shall forfeit entry and stall fees, however, some fees may be refunded at the discretion of the Show Committee, provided the exhibitor has a veterinarian's certificate of illness or injury. Where exhibitors, trainers, or stables wish to make a change in entries in any class, they are required to follow the procedure of scratching the existing entry and making a new entry with the horse show office. Such entries will be treated as post entries and charged the appropriate fees.
STALLS
19. Stabling Facilities and Availability: Stalls will be available Tuesday, July 17, 2007. Early arrivals will be charged at a rate of $10.00 per horse per day. They should be vacated no later than NOON, Monday, July 23, 2007. The majority of the stabling will be of temporary nature but of solid wood with doors.
20. Stabling will be assigned by management on a first reserve basis (no stall will be assigned without full payment of such). There will be limited number of permanent stalls available.
GROUNDS & FACILITIES
Arena Dimensions:
Main Arena (Grandstand Arena) 298'x 140'
Warm Up Arena 220' x 120'
Lower Warm Up Arena 250' x 119'
All arenas have a mixture of sand and dirt for footing.
21. Dogs must be on leash at all times.
22. All needles and syringes MUST be deposited in designated disposal containers. Do not leave needles or syringes in stalls or throw away in trash receptacles.
23. Parking: No vehicle may be parked in front of any barn for any reason. All vehicles must be parked in designated parking areas only. Vehicles parked in unauthorized areas will be subject to towing at owner's expense. RV's must use designated parking areas only. A charge will be made for RV parking. Electrical hookups are limited. Each unit must display Horse Show parking permit. No trailers will be allowed in barn area for loading or unloading during horse show sessions.
24. Food and beverages will be available on the show grounds.
25. There will be NO Bedding in your stalls Stall. Bedding will be available through
Augie's Feed Store, 1-831-728-1711.
You MUST be present at your barn for delivery.
26. Golf Carts are not allowed outside of the barn area and are never allowed in the arenas. All golf cart operators must be a licensed driver and show evidence of insurance.
LIABILITY
27. Management reserves the right to refuse, accept conditionally, or to cancel entries of any exhibitor, as stated in U.S. Equestrian Rule XV.T.
28. All entries are accepted with the understanding that the San Francisco Peninsula Morgan Horse Club and the Santa Cruz County Fairgrounds will not be held responsible for any l oss, damage, or injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the show committee but solely at the risk of the exhibitor who will be responsible for any loss, damage or injury to any person, any animal or property occasioned by him, his agents or employees, or by any animal owned or exhibited by him, and shall indemnify SFPMHA and the Fairgrounds against any loss, damage and liability thus occasioned, including attorney fees, which may be incurred as a result to thereof. The submitting of an entry form to the Show Secretary shall constitute an acceptance by each person signing the same of the provisions herein set forth.
29. Management reserves the right to split, cancel or combine classes. Management reserves the right to change or alter the officials listed without prior notice to or during the show.
30. Sharps Disposal: Safe and proper Sharps Disposal (needles, syringes and other hazardous objects and materials) is the responsibility of individual stables. Containers are available throughout the stabling areas.
DEFINITIONS
Amateur: A person is an amateur for all competitions conducted under U.S. Equestrian rules who, after his/her 18th birthday, has not engaged in any activities which would make him/her a professional. (For definition of professional activities see U.S. Equestrian Rule Book, Art. 808, Amateur Status).
Junior Exhibitor: An individual who has not reached his/her 18th birthday as of December 1st of the prior competition year. The age of an individual on December 1st will be maintained throughout the following competition year. Persons born on December 1st assume the greater age on that date.
Junior Horse: A horse 4 years of age or younger.
Limit: A horse or rider/driver who has not won 6 or more blue ribbons in said division at any show.
Novice: A horse or rider/driver who has not won 3 or more blue ribbons in said division at any show.
Maiden: A horse or rider/driver who has not won a blue ribbon in said division at any show.
Open: A class open to any horse or rider/driver.
1st Year Green: Horse shall not have been shown in any trail class in any prior year in a Class “A” Show (this includes showing in a snaffle bit or hackamore). Horses may be shown in a snaffle bit or hackamore with two hands or one-sided with any other legal bit.
2nd Year Green : Horse shall have been shown in at least one trail class in a Class “A” show in one and only one prior year (this includes showing in a snaffle bit or hackamore). Horses to be shown one-handed with any legal bit.
The status of Maiden, Novice, or Limit horses or riders is as of the entry closing date.
